HollissVincent is a small, specialist planning and development consultancy, providing high-quality advice, based on sound evidence gathering, a proper understanding of policy, and an ability to negotiate and find consensus.

The firm was established, by Mike Holliss and Hollie Vincent, in April 2011. We are based in Manchester City Centre, but offer a full range of planning and development advice to clients throughout the North-West, West Midlands and North-East regions, particularly in the retail, leisure and housing sectors.

The Managing Partner, Mike Holliss, has 35 years’ experience as a planning and development consultant, having previously headed up the Manchester Office of Roger Tym & Partners for 22 years. Mike has extensive experience as an advisor to Local Planning Authorities and private-sector clients on town planning, urban regeneration and economic development issues.

HollissVincent specialises in:

  • preparation of the evidence base, mainly on behalf of Local Planning Authority clients, to underpin the town centre and retail policies in their local plans;
  • undertaking audits of evidence submitted in support of planning applications for retail and other main town centre uses, again mainly on behalf of Local Planning Authority clients;
  • preparation of the planning and retail statements in support of applications for retail and mixed-use development, including sequential site appraisals and assessment of cumulative impact in relation to the two tests set out in Paragraph 26 of the National Planning Policy Framework (the NPPF);
  • leading multi-disciplinary teams in the preparation of applications for housing development, with hollissvincent taking the lead in undertaking the five year land supply analysis that underpins the provisions of Paragraph 49 of the NPPF;
  • appraisal of the socio-economic and regeneration impacts of development projects, particularly in relation to net employment and social inclusion impacts;
  • preparation and presentation of expert evidence at public inquiries, examinations in public and in High Court proceedings; and
  • making the case for and against development in the Green Belt, on a proper understanding of the case law in relation to ‘very special circumstances’.

HollissVincent prides itself in its sound understanding of planning case law and frequently acts as the pivotal connection point between clients and their legal advisors.

In the past five years, hollissvincent has acted as the regular retail planning advisor to the following Local Planning Authorities: Birmingham City Council, Sunderland City Council, Trafford Council, Bury Council, Stockport Metropolitan Borough Council, Knowsley Council, Wolverhampton City Council, Derbyshire Dales District Council, and Tameside Metropolitan Borough Council.

In the private sector, our clients include landowners, such as Sherdley Estates; house builders, such as Baxterhomes; retailers, such as Waitrose; architects, such as CFM Consultants; and restaurant operators, such as Istanbul Grill.
