Stephen Brooker DipT&CP MRTPI  [ E-mail ]

Stephen Brooker, Director, has a Diploma awarded with commendation in Town & Country Planning and is a Member of the Royal Town Planning Institute. He worked in local Government dealing with planning applications, development negotiations and appeals. He subsequently established the planning and land department for an estate agency based in Bucks and Oxon. Stephen joined the practice in April 1987, specialising in the leisure sector. He acts for a number of pub/restaurant operators, hotel groups and sports/leisure companies. Stephen is based at the Bourne End office.

Mark Krassowski BA (Hons) BSc MRICS  [ E-mail ]

Mark Krassowski, Director, has a BSc in Surveying and is a Member of the Royal Institution of Chartered Surveyors. Mark has worked extensively in private practice as a Planning Consultant and advises on a wide variety of development proposals including retail, residential, education, leisure and commercial uses, for many clients including developers and landowners. He regularly gives evidence at Inquiries and is located in the Knutsford office.

Ian Jewson, Director, has a Diploma awarded with commendation in Town & Country Planning and is a Member of the Royal Town Planning Institute. He has worked in in the private sector as a planning consultant and for housebuilders dealing with planning applications, development negotiations, strategic site promotion and appeals. He established IJP in 2009 prior to joining Walsingham Planning in 2016. Ian, is based in Bristol and specialises in the delivery of residential proposals through the planning process. He regularly acts as lead Consultant in relation to complex development proposals and as an expert witness in relation to planning inquiries.

Jonathan Vose holds a BA and Post Graduate Diploma in Planning and is a member of the Royal Town Planning Institute. Based in the Knutsford office, Jonathan has a broad experience in planning matters including those connected with retail, residential health care, leisure and mixed use proposals.

Mark Thackeray has a BSc Hons and post graduate Diploma in Town Planning. He is a Member of the Royal Town Planning Institute. He initially worked in local government progressing to Development Control Manager at Reading Borough with responsibility for a team of 12. Mark joined the practice in August 1993. His wide experience in development control, local planning and local government practices is now utilised on behalf of a range of major clients. Mark is based at the Bourne End office.

Helen Binns has a BA(Hons) in Geography and is a Master of Town Planning and is a Member of The Royal Town Planning Institute. She joined the practice as a Consultant in March 2011 following 9 years at RPS where she was an Associate and 3 years in Development Control and Enforcement at Hyndburn Borough Council and Calderdale MBC. Helen has a wide experience of planning matters and has been particularly involved in recent times in housing development, student accommodation, education and pub/restaurant development. Helen is based at the Knutsford office.

Sophie Matthews joined the Practice in March 2011 and is based at the Bourne End office. She holds a BSc(Hons) in Geography from the University of Southampton, an MSc in Development Planning from the University of Reading and is a Member of the Royal Town Planning Institute. Sophie began her planning career at Runnymede Borough Council before spending five successful years with Cunnane Town Planning LLP in London. She has experience advising a broad range of clients across developments including residential, food and drink, office, retail and mixed uses.

Andrew Winstone has a post graduate Diploma in Town Planning, and is a Member of the Royal Town Planning Institute. He worked in local government for approximately 20 years, progressing to Principal Development Control Officer with additional responsibility for managing the planning enforcement function at Tewkesbury Borough Council. Andrew moved to private practice in May 2007, and joined Ian Jewson Planning in June 2015. He brings to the practice considerable experience in leading on and project managing planning applications for a wide range of development proposals, and providing sound and commercially focused planning advice. Andrew is based at the Bristol office.

The practice, established in 1984, has three offices at Bourne End, Buckinghamshire, Knutsford, Cheshire and Bristol, Somerset. The practice works throughout England, Scotland and Wales acting, on a long term basis, for major national companies across a wide spectrum of residential, retail, leisure, commercial and industrial sectors. All the work that comes to the practice is through recommendation or repeat instructions from existing clients. We submit planning, listed building and the full range of related applications on behalf of clients on all aspects of development. We report on potential acquisitions involving advice on the likelihood of gaining permission for development, the submission of planning applications and the prosecution of appeals. We also provide due diligence reports and advise on estate and land issues, particularly in terms of the enhancement and added value through alternative development. We are involved with the longer-term identification and release of land for housing, commercial, retail, leisure and industrial purposes through the Development Plan process. This includes negotiations and advice with regard to the Plan procedures including attendance at Inquiries as expert witnesses. We are involved in negotiating S106 Agreements relating to planning gain. We work in association with a full range of other professionals including architects, designers, highways and other specialist engineers, working closely with clients and their consultants, to achieve the best result for every client.
