Founded in 1992, Paul Butler Associates Ltd is an independent planning, development and heritage consultancy that provides specialist advice for public and private sector clients. We undertake work across the UK.
The practice was established to provide professional, independent, cost effective and imaginative advice to our clients, and this remains the motivation of our committed and experienced team of qualified professionals today.
Our team, headed by Paul Butler, David Tye and Tom Flanagan, is comprised of senior planners, planners and assistant planners. We work closely with a variety of professionals including architects, surveyors, highway engineers and others.
We advise on all aspects of the statutory planning system, including development control, planning applications, negotiations, planning appeals, inquiries and enforcement matters.
We have a particular expertise in resolving heritage issues associated with conservation areas and listed buildings. Our work includes heritage statements to accompany applications; conservation area appraisals and management plans; and specialist advice on a variety of heritage matters.
We offer a full suite of archaeological services including the preparation of written schemes of investigation, desk-based assessments, archaeological evaluations and archive deposition. We can provide an archaeological ‘watching brief’ service whilst your works are underway on site.
Other specialisms include site and building feasibility studies, regeneration studies, representations on development plans, urban design and Masterplanning.
The practice deals with a wide range of development project types and sizes. End uses include housing, retail, leisure (sports stadia, hotels, pubs/cafe bars, restaurants), industrial and office development.
Toward the smaller end of the scale we deal with, for example, house extensions, proposals for the development of small housing sites, changes in use of existing buildings and extensions to commercial and industrial property.
Larger projects have included city centre redevelopment schemes (the Arndale and Printworks complexes in Manchester); the Quadrant stadium extensions and training facilities for Manchester United; and major housing led developments involving mill conversions and new build. In the public sector we have worked on regeneration studies, often with a strong heritage element, for many local authorities and regeneration agencies.
