Janet O'Neill BSc, DipTP, MRTPI  [ E-mail ]

Janet set up her practice in York in 1982 following local government experience in strategic planning, local planning and development control. She specialises in assessing development potential for corporate clients and other institutions and acting as an expert planning witness at public inquiries. Janet was President of the Royal Town Planning Institute for 2008. She has been an External Examiner at four planning schools and has presented at RTPI National Conferences, the Planning Summer School and international conferences.

Eamonn has over 30 years experience in the public and private sectors including a spell as a development manager for a national housing company. He has advised housebuilders, developers, institutional investors and landowners across the UK on strategic policy and development control matters. He has secured consents on major brownfield sites in Leeds, Harrogate and York including a mixed use commercial and residential scheme on the former Terry's Chocolate factory site in York. More recently he has secured consent for a hotel scheme in Stratford-on-Avon Conservation Area and several student housing schemes in York.

Recent projects

  • O’Neill Associates was lead consultant for a team which secured outline planning consent for a major University expansion onto a 116 ha adjacent site, following a six week public inquiry. We are now involved in obtaining detailed planning consents to facilitate the continuing development of the site, including infrastructure schemes and academic buildings.
  • We obtained planning and listed building consents for the conversion and extension of a landmark Grade II* listed building into a five star 107 bedroom hotel in a city centre and Conservation Area location.
  • Full planning permission obtained for 3 storey 7,500 sq m Rail Operations Centre which will control rail traffic on the East Coast Main Line from London to the Scottish Border, together with a 2 storey 6,500 sq m Workforce Training Centre for up to 200 engineering and maintenance staff.
  • Preparing an issues and options public consultation document for the new Hambleton Local Plan
  • Undertaking an Infrastructure Capacity Study for the Harrogate District Local Plan
  • Consent secured for conversion and extension of grade 2 listed buildings for hotel use in Stratford-on-Avon Conservation Area
  • Consent secured for 2 student housing scheme in York Central Conservation Area
