Mr James Fennell

As Chief Executive of Lichfields, James oversees the corporate direction and strategy of the business. He advises clients on long term strategies to help realise major development opportunities and assists asset managers on plan making and development management issues. James also advises the public sector on major development projects, land and building disposal and provides strategic development management advice. His projects include major estates regeneration projects in LB Barnet, the redevelopment of surplus land for residential development at St Bernard’s Hospital in Ealing and many town centre retail and leisure projects across the UK.

Mr Justin Gartland

Justin is the Executive Chairman of Lichfields. He is an experienced planner who advises both private and public sector clients, with particular specialisms in housing, regeneration, logistics, leisure and infrastructure planning. Justin joined Lichfields in 1987. He has worked in the London Office and since 2003, has set up and managed the Manchester and subsequently Leeds offices. Justin has considerable experience as an expert witness having appeared at numerous planning inquiries, hearings and public examinations. Significant projects include De Vere Urban Village Hotels, nationwide; encirc Glass Plant, Chester and Melton Park, East Riding of Yorkshire.

Mr Steven Butterworth

Steven specialises in leading multi-disciplinary development teams on major housing, leisure and retail-led mixed-use developments, mainly in London, the South East and West Midlands, from initial strategic advice to securing and implementing planning permissions. He has been an expert planning witness at many planning and CPO inquiries and Plan examinations. He alos provided expert contributions to the DCLG Good Practice Guide accompanying PPS4.

Steven leads our national Town Centre and Retail team and one of our London office work groups. He joined Lichfields as a Director in 2004, having previously led the London planning team at GL Hearn.

Mr Andrew Cockett

Andrew leads our Bristol Office. He is a planner, IEMA practitioner, and an expert in complex sites. He is adept in managing multi-disciplinary teams to successfully deliver housing, sports and leisure, mixed use, heritage and infrastructure projects. He advises public and private clients across a wide range of projects. He is a specialist in Environmental Impact Assessment and experienced in giving evidence at appeals and examinations. Achievements include the regeneration of Ashton Gate Stadium and the relocation of Dings Crusaders RFC into Green Belt. Andrew joined Lichfields in 2008.

Mr John Cottrel

John is a planner and urban designer; he has worked for the Homes and Communities Agency, English Partnerships, The Prince's Foundation and in Local Government on a wide range of schemes, before joining Lichfields in January 2011. He has brokered numerous agreements involving developers and local authority planners, members of the public, lobby groups and other interested parties where a comprehensive understanding of planning, design and economic issues, coupled with the ability to build trust and see the bigger picture, has enabled the delivery of major projects.

John led the teams which oversaw the coordination and submission of the planning application and Environmental Impact Assessment (EIA) for the new BBC Wales HQ in Central Cardiff and a major planning and EIA submission for the National Museum of Wales at St Fagans.

Mr Harvey Emms

Harvey has a wealth of experience working with both public and private sectors, delivering development plans, and overseeing large scale infrastructure projects. He leads the economics team in the Newcastle office and has worked on a range of projects across the North East and Scotland. He specialises in bringing forward complex mixed use and urban regeneration schemes. His experience lies in site appraisals, submission of planning applications, planning and transport policy, and giving evidence at planning appeals and examinations in public. Harvey joined Lichfields in 2014.

Mr David Gavin

David is a senior director at Lichfields, having joined in 1983. Prior to Lichfields, he worked for local and central Government and in consultancy in the UK and overseas. He advises on large complex planning applications for major development schemes and has specialist interests in heritage, media and aviation.

David led the planning team on the redevelopment of Broadcasting House, advised the National Maritime Museum on the Sammy Ofer Wing, the Royal College of Art, the Royal Botanic Gardens, Kew as well as a large number of airports throughout the UK.

Mr Neil Goldsmith

Neil, who joined Lichfields in 1990, is the London Office Leader and also heads Lichfields’ Education team. He is a retail specialist who advises both the public and private sector and has many years’ experience as an expert planning witness. His experience includes major retail schemes such as Nugent Shopping Park, mixed use leisure led schemes such as Southwater, Telford and Loughborough and numerous school and college projects, mainly in London and the South East.

Mr Michael Hepburn

Michael leads a workgroup in our Newcastle office, focusing on housing and mixed-use schemes. He’s worked on a wide variety of projects for both private and public sectors, throughout Northern England and Scotland. Michael’s specialist experience covers development appraisals, the submission of planning and Reserved Matters applications (including the preparation of accompanying planning statements), preparing and coordinating Environmental Impact Assessments and the submission of Development Plan representations. He also prepares and gives evidence at Appeal and Call-in enquiries and Examinations in Public. Michael joined Lichfields in January 2004.

Mr Ciaran Gunne-Jones

A leading expert on spatial economics, policy and strategy, Ciaran works with developers and investors, Local Enterprise Partnerships and local authorities on the economic evidence for Local Plans, business cases and funding proposals, and formulating place-based investment and delivery strategies. Ciaran also has a wealth of experience in assessing the economic impacts of major development, regeneration and infrastructure projects, and corporate property portfolios.

Dr Malcolm Hockaday

Malcolm has worked in planning since the early 1970s and has good experience in advising on all forms of development. His main workload includes complicated mixed-use developments in London and the South East, including various types of residential component. Schemes include work at Greenwich Peninsula, North Acton, Ashford and Maidstone and award-winning schemes at Clapham One and the Old Vinyl Factory in Hayes, West London. Malcolm joined Lichfields in 1999.

Mr Daniel Lampard

Daniel is an experienced Planning Consultant and leads Lichfields’ Thames Valley office which he set up in January 2015. He joined Lichfields in 1997 becoming a Senior Director in 2013. He advises clients on planning strategies and co-ordinates project teams to deliver planning permissions on sites across the region, with particular experience in residential, retail, commercial and mixed use developments. He is also an experienced Expert Witness.

His role keeps him in regular contact with key stakeholders across the region and he is often asked to speak at conferences and write on development and planning matters.

Mr Gareth Morgan

Gareth is a planner specialising in retail development and the planning of other main town centre uses. He also has considerable expertise in the procedural and legal aspects of planning, having headed up this arm of Lichfields’ services for many years. He became a senior director in 1989 and is a former Managing Director of Lichfields. He has had responsibility for assisting Marks & Spencer for delivering their diverse development programme over three decades, including major stores in and outside town centres and their more recent Simply Food and Foodhall programmes.

Mr Simon Pemberton

Simon is a generalist planning expert, he leads a team in the Manchester Office and deals with all aspects of planning and Environmental Impact Assessments, including residential, commercial and mixed use developments principally across the North West. He has successfully secured the release of a number of large strategic sites and has assisted clients to maximise delivery of development. With an eye for detail and a background split across local government, infrastructure providers, developers and consultancy, Simon’s knowledge of planning and related matters ensures expert advice and successful outcomes. Simon has guided projects through local plan examinations, public inquiries, and High Court.

Iain is a planning and conservation specialist and heads up our heritage team. He specialises in heritage and townscape impact assessment, often in the context of major urban renewal and regeneration schemes, and has extensive experience as an expert witness at planning inquiries and hearings.

Mr Hugh Scanlon

Leading Lichfields’ specialist infrastructure delivery team, Hugh has extensive experience managing and promoting complex strategic development projects, both through traditional town planning applications and via Development Consent Orders (DCOs), the Government’s consenting regime for Nationally Significant Infrastructure Projects. Hugh frequently advises developers, investors, and local planning authorities on the intricacies of development planning, often involving the preparation of Environmental Impact Assessments to support schemes at highly constrained, policy protected sites.

Hugh’s projects include working on the DCOs at Daventry International Rail Freight Terminal, Hinkley Point C Nuclear Power Station and the York Potash Project. Other strategic projects include successfully promoting proposals for Amex House; the European Headquarters for American Express at Brighton; and, Howbury Park, a rail freight project in London’s Green Belt at Erith.

Simon is a Senior Director at Lichfields having previously headed up the London planning team at RPS. As a leading expert in the London market, Simon provides insightful planning advice to assist in bringing forward residential led projects for housebuilders and developers, including: major regeneration projects in London, such as Greenwich Peninsula, Stratford City, Southall Gasworks and Kings Cross; smaller scale housing schemes across London; together with strategic land promotion in the South and South East. Simon is an experienced expert witness and has given evidence at numerous planning inquiries and at CPO Inquiries for major regeneration projects in London.

Mr Matthew Spry

Matthew is an expert in housing and local economic growth. He helps clients generate value through strategic land promotion, particularly for urban extensions, new settlements, and related infrastructure. Matthew also takes responsibility for a diverse range of economics, regeneration, and airport projects, and gives strategic direction to the Lichfields research agenda.

Matthew is widely recognised for his knowledge of plan-making, and in 2016 was an advisor on the DCLG Local Plans Expert Group. He is a seasoned expert witness at public inquires and examinations. He joined Lichfields in 2008, having previously worked for the company in Newcastle between 1997 and 2004.

Mr Nicholas Thompson

Nick joined Lichfields as a graduate in 1983, becoming a senior director in 1989. As head of Major Projects and Design, Nick has extensive experience working throughout the UK, dealing with many land uses and varied scales of development, both in urban and rural environments. His team advises several major clients of Lichfields. Often tackling unique and complex projects, he has led a number with national profile. His project portfolio often blends planning and urban design, especially for large scale residential led developments. Problem solving, understanding multi-disciplinary issues and achieving a high quality of output are all features of projects led by Nick.

Jonathan leads our Newcastle office. He has a wide-range of planning experience, and a particular specialism in retail, leisure and other forms of urban development. He is an experienced expert witness and has given evidence at numerous Appeal and Call-in Inquiries and Examinations in Public.

Michael leads the Manchester office, focusing on housing, commercial and mixed-use schemes. He has worked on a wide variety of projects for both private and public sectors, throughout the North West and Yorkshire.

Michael’s specialist experience is in the promotion of land through development plans and securing planning permission for major housing and commercial development schemes. He advises major national and regional housebuilders on the formulation of urban extensions and the preparation and submission of planning applications. An experienced planning consultant since 1989 having previously worked in the public sector for Wiltshire County Council and Milton Keynes Development Corporation. Peter has worked on a wide range of development projects for public and private sector clients. He concentrates on retail and mixed use projects. His experience includes: development strategies and impact assessments; development feasibility studies; town centre strategies; planning appeals and inquiries. He has advised over 100 local authorities on plan making and the determination of major planning applications.

Gareth leads our Cardiff Office, overseeing the South Wales and South West regions. His particular specialisms are in strategic site promotion and residential development. Gareth has extensive experience in employment land assessments and mixed use regeneration for both public and private sector clients. Along with his team, he secured the allocation of a major urban extension in North West Cardiff for 7,000 new homes. Drawing on his knowledge and experience of both the English and Welsh planning systems Gareth regularly gives evidence at development plan examinations and planning appeals. Gareth joined Lichfields in 2002.

Nicola leads our Edinburgh office. She has worked as a town planner for both the private and public sector since 1997.

In Scotland, Nicola works with house builders, land owners, retailers, leisure operators, local authorities, Homes for Scotland and the Scottish Government on a wide range of projects.

Invited by the Scottish Government she is a member of their Planning Review Working Group on Housing and she regularly speaks at conferences in Scotland and the North East of England.

Immediately before joining Lichfields, Nicola successfully led the development and examination of the Core Strategy and Urban Core Plan for Newcastle City and Gateshead Councils.
