More than just Planning Consultants.

HLF Planning has both a multidiscipline planning consultancy and a specialist legal team of planning lawyers. What makes us different is that we offer all the services that would be expected from a planning consultancy with the added benefit of in house legal experts to assist with complex legal issues.

Our Planning Consultancy is headed up by David Bevan, who formerly worked for local authorities in London undertaking both enforcement and development management roles before progressing to drafting planning policy for Bournemouth Borough Council. The consultancy offers excellent service at affordable prices. Whether the project is to extend a family home or get permission for hundreds of new homes the project will be handled professionally.

For householders our services include:

• Initial planning advice on specific proposals;

• Negotiating planning consents;

• Gaining certificates for lawful developments.

For developers our services include:

• Community Infrastructure Levy and Section 106;

• Presenting at Planning Committee Meetings;

• Arguing the case for a development at appeal.

And much, much more

Our law department gives HLF Planning the edge, especially where clients require advice on very complex legal issues. Our team is recognised for its ability in this type of work and we have been recommended by both the Legal 500 and the Chambers Guide. The Legal 500 has described us as the “dominant planning practice in Dorset and Hampshire”.

Lionel Fynn, with over 30 years experience in planning matters is Head of the Planning Legal Department.

We have the experience to deal with written representation appeals, conduct informal hearings or appear as Solicitor Advocates at public inquiries. The nature of the appeal will ultimately determine whether it is best to be dealt with by the Consultancy or Lawyers. We will always make sure that the most appropriate person for the case handles your appeal.

Both our Planning Consultancy and Law department specialise in all types of enforcement matters. We have vast experience in procedures such as:

• planning contravention notices;

• stop notices;

• enforcement or breach of condition notices; and

• other regulatory issues.
