Mark is a chartered town planner and qualified urban designer who acts for both public and private sector clients guiding residential, commercial, education, health and energy projects through the planning process. His work tends to focus on development plan representation, management of the Environmental Impact Assessment process, site masterplanning, the preparation and submission of planning applications and the negotiation of permissions. He has also acted as an expert planning witness in a wide variety of public inquiries.

Define is a practice established by Mark Rose and Andy Williams, providing planning and design professional services from our office in Birmingham city centre.
Define advises both public and private sector clients in respect of the planning, assessment and design of the built environment. We seek to meet the ambitions and expectations of the client body through the promotion and creation of inspirational places to live and work.
In short we:
Plan, direct, promote and manage development through the planning system, providing cogent and robust strategy advice and a focus for key stakeholder negotiations;
Design streets, spaces and landscapes within the urban environment, and influence the form of built development through the preparation of development masterplans and codes; and
Assess development through the iterative environmental impact assessment process, with a specialism in landscape and visual assessment, urban design audits and socio-economic assessments.
Define has a reputation for making the planning system work: “adding value” by unlocking planning consents on constrained sites with our proactive and creative approach. Our project portfolio includes urban residential and mixed-use regeneration schemes, sustainable urban extensions and major infrastructure proposals, as well as universities and hospitals, commercial proposals, and leisure related schemes.
