Andrew is one of AECOM’s Design + Planning’s leading town planners and masterplanners based in London. His work ranges from development frameworks and town strategies to urban regeneration, development planning and regional development. He has led teams securing planning permissions for major regeneration projects, most recently for the Olympic Park for London 2012 and for the Post-Games Legacy proposals for London, which were among the largest masterplans and planning applications ever lodged.
Andrew’s other masterplanning work has focused on urban projects with a particular emphasis on additional growth for post-war new towns as demonstrated in his work leading the Central Milton Keynes Development Framework; regenerations including Chatham Town Centre, Corby and at Bletchley Park; the creation of sustainable communities such as Upton in Northampton, and planning for major strategic projects. He also offers strategic delivery advice, and acts as an expert witness at planning and CPO inquiries and gave evidence to the House of Commons select committee on the Crossrail Bill. International experience includes projects in the UAE, Saudi Arabia and India.

With a broad range of experience in planning, development and property consultancy, Charlie has undertaken a variety of commercially-based development and planning assignments. With experience of a vast portfolio of global regeneration and development projects, Charlie’s latest schemes in Egypt include the Khedive Square competition win to regenerate Cairo’s cultural district, and the spatial and socio-economic masterplan for Borg Al Arab in Alexandria, to create a new district for more than 500,000 people. Other current major projects include leading the Dubai 2020 spatial plan and the masterplan at Ivankovskoe Lake Resort in Russia.
Charlie’s clients have been drawn from the public, private and partnership sectors. Much of this work has focused on planning, housing and capacity studies, large-scale regeneration opportunities and development proposals, often striking a balance between visionary solutions and commercial viability. Charlie is a member of the Royal Town Planning Institute and serves as planning and property advisor for government private finance initiative (PFI) development projects.

Sarah is a senior planning director at AECOM Design + Planning. Sarah has undertaken a variety of public and private sector development, regeneration and planning assignments, including: consultancy support for the London Borough of Barnet on the Brent Cross and Cricklewood Development; consultant lead for the London Thames Gateway Social Infrastructure Framework and subsequent AECOM SIF model; the socio-economic and planning components of the Lower Lea Valley Regeneration Strategy and the LLV Lea Opportunity Area Planning Framework; and most recently, consultant lead on the housing, commercial and social infrastructure elements of the Olympic Legacy Communities Scheme.
Sarah leads the AECOM Design + Planning team responsible for social and physical infrastructure and delivery. The team works with local authorities and public sector partnerships to understand how growth strategies are both underpinned by and unlocked by infrastructure investments. In the London Borough of Barking and Dagenham the team analysed the social infrastructure needs arising from the Core Strategy growth plans. In Norwich the team prepared an Infrastructure Needs and Funding Study assessing both social and physical infrastructure needs and how these should be optimally delivered, managed and monitored over the plan period. Sarah is leads an AECOM and Drivers Jonas Deloitte team as planning service partners to Huntingdonshire District Council to support their Core Strategy and Delivery and Implementation activities.
Sarah has recently completed a secondment to the AECOM Middle East office based in Abu Dhabi where she managed the concept masterplan for 10,000 new Emirati homes as part of a 2600 hectare new mixed-use development. Sarah is the Technical Director on a new AECOM project to create Community Facility Standards and Design Guidelines for the entire Emirate of Abu Dhabi.
Sarah leads the Planning studio in the AECOM London office with responsibility for 28 planning, economic, environmental and GIS practitioners.

Patrick is a Practice Principal and leads AECOM Design + Planning’s European Economic Development team and is a highly experienced consultant with over 18 years track record in producing strategies and masterplans.
Patrick has a particular interest in economic strategy development in a multidisciplinary context and has lead teams of engineers, architects, urban designers and planners on a range of recent strategy and masterplanning projects including the Sheffield City Centre and Economic Masterplans, the Central Manchester Strategic Regeneration Framework, the Blackpool URC Regeneration and Delivery Strategy, the North Wales Development Strategy, the Plymouth Economic Strategy, the Masterplan for Pier Head in Liverpool and the London Olympic Legacy Masterplan.
Patrick regularly advises Regional Development Agencies, Local Strategic Partnerships, Urban Regeneration Companies, and city regeneration teams across the country on economic and regeneration strategy. Patrick has also developed a national track record in sector and cluster analysis, labour market assessment, neighbourhood renewal and tackling economic exclusion.
Prior to joining AECOM Patrick was senior consultant in the Planning and Economics Group at ECOTEC and then went on to manage the London office of SQW where he undertook a national guide to best practice in area based regeneration for the then DETR and worked on the regional Economic Strategy for SEEDA.

Jim is a senior director and planner with nearly 20 years experience in consultancy and the public sector. At AECOM Design + Planning, he has been involved in several major urban regeneration, masterplanning and development planning commissions. He played a key role in securing planning permissions for the Olympic and Legacy proposals in East London. He has secured planning permissions for several major mixed use development schemes including a 35 ha employment-led mixed use scheme in Basildon, and recently advised Alliance Boots on the planning for a regeneration scheme at their 100 ha world headquarters site in Beeston, Nottingham.
Jim has led multi-disciplinary teams preparing regeneration masterplans for a number of town centres including Derby, Peterborough, Chatham, Bracknell and Slough. He was responsible for preparing Supplementary Planning Document to guide the development of the 4500 home sustainable urban extension within Aldershot Military Town, Hampshire. Jim has recently advised the HCA on the sustainable residential capacity of a 30 hectare site in Basildon, Essex. He also secured outline permissions for a £35m Sporting Village facility in Basildon, Essex, and for residential development on two ‘enabling’ sites.
Previously, Jim was with the Strategy Development team of the Greater London Authority, and prior to that, with the London Planning Advisory Committee. Before joining LPAC he was for three years an economic planner with Arup Economics and Planning where he was involved in a range of feasibility, economic impact and economic development studies. He holds an RICS accredited Diploma in Surveying, with distinction.

Heather’s skills blend an academic background of research, policy analysis and policy writing with hands on consultation management and facilitation, masterplanning and planning advice.
Heather is currently managing the masterplanning and planning support for a new University of Cambridge development in North West Cambridge and developing planning and permitting procedures for Saadiyat Island.
Heather has previous experience with the City Plan Department of New Haven, Connecticut, where she facilitated masterplan proposals and design briefs for neighbourhoods of New Haven.
